Professional Background
Jeffrey M. Coney brings more than forty years of experience in Information Technology and Cybersecurity, supporting both the private sector and the U.S. Government.
Across fourteen years as a global network engineer and consultant, he designed and supported solutions for Global 1000 GE customers, international telecommunications systems, and large-scale data and computing infrastructures.
As a government contractor, Mr. Coney has served as a Program Manager and Cybersecurity Subject Matter Expert, leading major initiatives and solving complex technical challenges for federal agencies, federal law enforcement, the U.S. military, and the IC. His work has supported organizations including the Departments of Homeland Security, Energy, and Commerce; the U.S. Coast Guard; the Federal Aviation Administration; the DoD Joint Chiefs of Staff; the Department of State’s Bureau of Diplomatic Security; and the Dept. of Energy / NNSA, among others.
He has authored a wide range of federal documentation—from one‑page quick‑reference guides and policy papers to a comprehensive 2,400‑page operations manual. In the private sector, he has produced IT and security guides, cybersecurity training materials, and other technical resources.
Home Life
Born in Williamsport, Pennsylvania, and raised in a family of six children, Jeff later spent a decade in York, PA. He and his wife, Eileen, live in a grand Victorian home in Hagerstown, Maryland, where they enjoy time with their four children and four grandchildren (so far).
Jeff is the family’s go‑to fix‑it guy—a trait passed down through generations. If he can’t fix it, it probably can’t be fixed. He enjoys the ability to repair things, even if he doesn’t always enjoy having to repair them.
Stamp Collecting
Jeff began collecting stamps at age 11. In 1972, while delivering 140 newspapers a week for $11, he spotted an H.E. Harris advertisement in Boys’ Life. The choice was between a packet of stamps or plans to build a submarine. Stamps won.
After confirming with his father—who had ordered from H.E. Harris in the 1930s—that the offer was legitimate, Jeff began a worldwide collection. Discovering Scott catalogues at the local library quickly revealed the hobby’s vastness. His father offered timeless advice: start small, expand later, and don’t spend much until you know you’ll stick with it. Jeff narrowed his focus to U.S. postage, later expanding into back‑of‑the‑book material.

Masonic Background
Jeff comes from a long line of Masons—his father, grandfather, and generations of fathers and uncles before them. In 1991, he continued the tradition, becoming a Master Mason in Pentalpha Lodge No. 194 in Germantown, Maryland.
His only regret is that his father did not live to see him raised. Today, Jeff honors that legacy by wearing his father’s lapel pin, his grandfather’s ring, and cufflinks and a pocket‑watch chain passed down from two great‑granduncles.
He served as Worshipful Master of Pentalpha Lodge No. 194 in 2002 and again in 2006.
